COMPSTAT FOR JUSTICE
Departments looking to enter the next phase of this work can join CPE’s COMPSTAT for Justice (C4J) program.
Law enforcement agencies have long used data-driven approaches to monitor and reduce reported crime, including through the widespread COMPSTAT performance management system. While COMPSTAT leverages reported crime data to monitor and enhance public safety, C4J provides technical assistance to help departments leverage data analysis of police behavior to monitor and build justice.
C4J builds on the work of the Justice Navigator by delivering risk evaluation and change management support to departments faster and more precisely.
Specifically, participating C4J departments receive:

A Needs Assessment designed to identify risks for racial bias, which includes customized data analyses and an officer survey

Support in the development of an on-site team consisting of department personnel and other key stakeholders

Expert technical assistance to identify and implement interventions tailored to address the specific needs of their communities

Progress monitoring through frequent data analyses
Behavioral science research is clear: situations predict inequitable behavior more strongly than attitudes and intentions. Situations must, therefore, be treated as risks. In policing, risk factors can lead to inequitable policing, damage public trust, undermine officer safety, and increase the risk of high-profile critical incidents and crises.
C4J offers law enforcement agencies the tools they need to diagnose and manage risk factors for disparities using a four part F.A.I.R. model.
